Compose an incident routing rule and generate its YAML. Save the snippet as its own file under the Utility service's Configuration/rules/ directory (one rule per file, e.g. my-rule.yaml). Every rule whose criteria all match an incident is executed. Leave a criterion blank to match anything.
Publish a synthetic ICM incident to the Event Hub. The Utility service consumes it and routes it to a playbook based on the configured rules. Enabled only in Stage and Sandbox; disabled in Prod and PPE.
